What in the world is hanging down on the back of the fenders, christmas lights?

Not a fan of the head light covers.

not sure if the all 4 fenders are bolt on but I think I'd fork over some cash for those instead of the flares.

Way too gimmicky, why have any fenders if they won't knock down rocks?
